I got this message (after I complained about the unresponsive form letter) from flickr's help people:
So here's the appeal: If you've ever tried without success to follow a flickr link of mine, please try it again (if you don't have the link but remember the subject, let me know and I'll try to find the link for you), note the above items, and send them to me so I can try and get this matter ironed out. Ultimately, this will benefit the teeming masses who will now be able to see the stuff I post there.

Thank you for contacting Flickr Customer Care.What this means, is they'll help me if I provide the phase of the moon, operating system of everybody who has ever tried to look at my flickr page, and a chronological list of the Kings of England.
As you stated you photos are all public, I'll be happy to look into this matter for you. To do so, I'll need the following information:
- a detailed description of the exact steps taken that led to the problem you're experiencing
- the full and exact text of any error messages you received (if any)
- the web address of the page you are seeing the issue on
- Flickr account web address
