It's hard to tell! Flickr's bot wrote and said I had some things that weren't rated 'safe,' which was news to me, as I had gone to them for a determination, and they said everything I had was safe. So I went to the category -- new since last time I'd looked -- and told it everything I had was 'safe' (I went back and changed one picture that had some naughty words in it). I hope it's made a difference, and this isn't just another sign of random weirdness over there.
